The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list. 

Role description

Under general supervision, the Nurse Manager (Emergency Care Nursing) supervises the delivery and evaluation of nursing care and the care environment in an Emergency setting.

Essential Duties

The Nurse Manager (Emergency Care Nursing) performs the following essential job functions:

  • Manages nursing care in an assigned area, which may be either a clinical, administrative or community setting;
  • Assesses patient care needs;
  • Supervises, recruits, selects, assigns, orients, and evaluates professional and ancillary staff;
  • Works with Human Resources on hiring, onboarding new staff;
  • Creates and conducts performance appraisals for registered nurses and ancillary staff;
  • Oversee staff scheduling and time keeping for payroll records;
  • Maintains accurate records and prepares written reports;
  • Promotes effective verbal and written communication;
  • Ensures unit compliance to regulatory standards, represents nursing and primary care in a variety of meetings and committees;
  • Serves on committees as assigned or as needed;
  • Maintains, monitors, and promotes a patient-centered philosophy which supports the autonomy, dignity, and rights of patients and their loved ones;
  • Participate in quality improvement work

The 2322 Nurse Manager (Emergency Care Nursing) also performs other related duties as required.

How to qualify

Minimum Qualifications - Required

  1. EDUCATION: Possession of a baccalaureate degree from an accredited college and/or university in Nursing, Nursing Administration, or a closely related field; AND
  2. EXPERIENCE: Two (2) years (equivalent to 4,000 hours) of experience as a Registered Nurse in a Level I or Level II Emergency Department of a general acute care hospital, within the last five (5) years; AND
  3. LICENSE: Possession of a valid, including temporary or interim, California Registered Nurse License issued by the Board of Registered Nursing (BRN); AND
  4. CERTIFICATION: Possession of a valid current Advanced Cardiovascular Life Support (ACLS) certification

SUBSTITUTION: Two (2) years of additional experience as an Assistant Nurse Manager/Charge Nurse in a general acute care hospital (a hospital which provides 24 hour inpatient care, including the following basic services: Medical, Nursing, Surgical, Anesthesia, Laboratory, Radiology, Pharmacy and Dietary Services) may be substituted for the educational requirement.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. 

  • Two (2) years of work experience, working in a public health acute care hospital.
  • One (1) year within the last five (5) years in a leadership position - charge nurse/nurse manager in an Emergency Department.

Selection Procedures

Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in Training and Experience evaluation that is designed to measure the knowledge, skills, and abilities in job related areas that have been identified as critical for satisfactory performance in this position.

Training and Experience (T&E) Evaluation (Weight: 100%): Candidates must achieve a passing score on the Training and Experience evaluation in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. The link to the Training and Experience evaluation will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the Training and Experience evaluation in the time frame indicated.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of Ten Scores.
