Role description
Project: Treasure Island Wastewater Plant
The Project Manager III (PM III) is responsible for managing the engineering planning, design, and construction of several complex wastewater utility capital improvement projects at Treasure Island (a man-made island in San Francisco Bay and a neighborhood in the City and County of San Francisco). On Treasure Island (TI), there is an existing wastewater collection system that directs flows to an existing wastewater treatment facility. It is the desire of the San Francisco Public Utilities Commission to improve certain existing collection system assets and replace the existing wastewater treatment facility with a new state-of-the-art wastewater treatment facility and recycle water facility, as the City’s part of a City-Developer agreement on the island.
The PM III will manage the engineering planning, design, and construction of a new Treasure Island Wastewater Treatment Plant for the wastewater system, which is stated to become part of the San Francisco Public Utilities Commission (SFPUC) wastewater assets under City-Developer agreement. The PM III will be responsible for project management, planning, right-of-way/legal, environmental, design, construction, and closeout project phases and will ensure the successful transfer of assets to SFPUC Wastewater Enterprise.
Under general administrative direction of a Senior Project Manager IV, the PM III will lead the efforts to successfully deliver these critical treatment facility capital improvement projects at Treasure Island facilities. The project will include working closely with the numerous internal and external stakeholders including regulatory compliance agencies e.g. Treasure Island Development Authority, Regional Water Quality Control Board, Bay Area Air Quality Management District.
Essential Functions:
- Project Management: Manage project budget, schedule, and scope.
- Engineering Planning: Needs Definition, Condition Assessment. Alternatives Identification and Conceptual Engineering:
- Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs. a. Alternatives Evaluation: Evaluate various alternatives for meeting the project objectives based on designated evaluation criteria. Recommend the preferred alternative. b. Prepare Conceptual Engineering Report: Prepare a report that specifies the 10% design level for the recommended alternative.
- Environmental Review: Conduct required environmental studies and analyze and evaluate project alternatives. If necessary, prepare draft and final EIR and EIS for circulation and public hearings. Pursue negative declaration, if feasible.
- Engineering Design and Design Criteria: Develop 100% construction documents (plans and specifications) for the project.
- Bid and Contracting Support: Provide support to PUC Contracts for bidding, the PUC award process, and contracting.
- Construction Management Support: Provide construction management support to facilitate project construction.
- Operational Start-Up and Close-Out: Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in financial close-out of the projects.
- Design-Build Delivery Execution – Provide leadership to support all aspects of project phases, funding strategy, quality work products and compliance of rules and regulations
The Project Manager 3 position will perform other related duties as assigned.
How to qualify
1. Possession of a Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus eight (8) years of responsible architectural, engineering or construction management experience, OR
2. Bachelor's Degree in another field plus ten (10) years of responsible experience in a field directly related to the project, OR
3. Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
4. Valid California registration as professional engineer or architect, plus four (4) years of project coordination experience for major architectural, engineering or construction projects AND
5. Possession of a valid driver's license.
