Role description
Under general direction, the Program Support Analyst for SFBN performs a variety of highly complex and responsible professional administrative duties such as system planning, implementation, ongoing Agency initiatives supporting the Income Maintenance Programs and Economic Self-Sufficiency Programs (ESSS), and provides highly responsible administrative staff assistance.
ESSENTIAL DUTIES AND FUNCTIONS
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
1. Plans, delegates, prioritizes, monitors, and supervises the work of assigned clerical project staff, Program Support Specialist including schedules and methods for achieving projects goals and objectives.
2. Acts as a liaison between ESSS programs, IT department, and vendors.
3. Collaborates, develops proposals, models, and plans with key stake holders for the design and implementation of business processes, applications and/or system requirements gathering, and systems, including problem definition, user needs documentation, and end users testing/validation.
4. Works and recommends to IT staff system enhancements to meet program needs.
5. Manages assigned projects inclusive of monitoring projects, budgetary performance to ensure compliance with applicable specifications, rules, regulations, laws, safeguarding quality of work performed and final products; supervises the preparation of initial and final flow process design and necessary documentation.
6. Assesses and offers solutions to program needs during the development and implementation of re-engineering business processes including the interplay between systems and business processes.
7. Develops end-user documentation and other job aids; coordinates user training and support related to assigned projects.
How to qualify
1. Education: A Baccalaureate degree in social work, public administration, business administration or a related field;
AND
2. Experience: Three (3) years of professional experience of which two (2) years are in the field of social services related to income maintenance or economic self-sufficiency programs. This experience includes responsibilities for functions such as supervising eligibility determination, case management, program development and administration, budget or contract development.
SUBSTITUTION:
Education Substitution: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).
Experience Substitution: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

SELECTION PROCEDURES:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”
Exam Components:
Examination Plan for this recruitment consists of a Supplemental Questionnaire exam weighted at 100% of the candidates exam score. The supplemental questionnaire evaluation is design to measure an applicant’s relative knowledge, skills, and abilities in job-related areas identified as critical for successful performance. These may include but are not limited to: ability to establish and maintain effective working relationships, technical knowledge, knowledge of project management, ability to identify and analyze problems and recommend appropriate solutions; and time management ability.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
