About:

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Role description

Under direction of the Security and Emergency Planning Manager, the Emergency Services Coordinator performs and coordinates difficult and responsible disaster and emergency planning work in the areas of security and emergency services for the Port. They will also coordinate complex projects and may supervise the work of emergency staff assigned to work on a specific project. This role will also be responsible for coordination, development and promotion of emergency service operations, plans, exercises and process within a comprehensive emergency management the Emergency Services Coordinator perform and responding to local disasters and emergencies. The Port is required by federal regulations to maintain and implement specific Facility Security Plans and conduct mandated drills and exercises to ensure accuracy of plans. This position is required to ensure that Port staff are trained and capable to perform respond to emergencies and security incidents in accordance with federal regulations.

Duties and responsibilities of this position:

· Develop and coordinate the creation and implantation of emergency  / security / event plans, policies and procedures for the Port of San Francisco

· Design, plan, coordinate, develop and promote emergency / security policies, operations, plans and processes related to exercise design and execution using Homeland Security Exercise and Evaluation (HSEEP) guidelines.

·  Coordinate and support the activities of emergency and disaster planning coordinates in other City departments, state, federal and non-governmental partners; assists in the development and implementation of emergency and disaster exercise plans for individual City departments by reviewing and evaluating plans, policies and procedures developed by departments and providing consultation and guidance for necessary changes or improvements.

·  Research and analyze best practices in the field of security and emergency planning; assesses and analyzes opportunities for improvement, makes recommendations for the implementation of improvements.

· Assist in developing and implementation of citywide disaster and emergency planning policies and procedures.

· Prepare important technical records, plans and reports to document processes and provide information to management.

·         Coordinate and deliver relevant security and emergency operations training to Port staff and other City departments and Port Partners.

· Provide security / emergency planning, exercise planning and recovery information to representatives of government, public safety agencies, community groups, business organizations and the public.

· Respond to local emergencies, security incidents and planned events; performing duties as assigned during and emergency in which the Department of Emergency Management is involved, including working in the Emergency Operations Center, Department Operations Center, Incident Command Post and field.

· Coordinate services at large events to ensure the efficient and effective management of the City’s response at planned events.

· May supervise the work of Emergency Services and Port staff, IMAT members, lead working groups and/or coordinate the work of staff on specific projects or programs.

 

TWIC Card
This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be basis for termination from employment with the Port Commission.

Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.

How to qualify

Education/Training:

Possession of a baccalaureate degree from an accredited college or university; AND
Completion of United States Department of Homeland Security, FEMA, Emergency Management Institute Courses: IS 100.b or ICS 100, IS 200.b or ICS 200, and IS 700/800.

Experience:
Four (4) years of experience in emergency/disaster planning and management or a closely related field.

Substitution:

Possession of a baccalaureate degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field can substitute for up to two (2) years of the required experience.

Possession of a master’s degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field can substitute for up to three (3) years of the required experience.

Additional experience in emergency/disaster planning and management, as described above, may substitute for the required degree on a year- for-year basis.  Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

Conditions of Employment
