The Department of Homelessness and Supportive Housing (HSH) provides assistance and support to homeless and at risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services including outreach, homelessness prevention, emergency shelter, drop in centers, transitional housing, supportive housing, short term rental subsidies, and support services to help people exit homelessness.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

What You Will Be Doing:
HSH is hiring for several 2917 Program Support Analyst positions throughout the organization. Under general direction, Analysts perform a variety of highly complex and responsible professional administrative duties in the planning and coordinating of the activities and programs of the assigned program; coordinate assigned functions and activities among department divisions; and provide highly responsible administrative staff assistance to the assigned executive staff.

The eligible list resulting from this recruitment will be used to fill current and future vacancies within HSH. Currently, we anticipate hiring for positions in the following divisions/units:

Supportive Housing Programs: San Francisco has more than 9,000 units of site-based permanent supportive housing (PSH) that provide ongoing rental subsidies and support services for people to permanently exit homelessness. The Supportive Housing Programs team is a collaborative team of program managers responsible for site-based PSH programs for adults, older adults, families and transition age youth (TAY). The Housing Program Manager is responsible for oversight of a portfolio of site-based PSH programs, and works closely with nonprofit partners and other City agencies to develop new supportive housing and services to meet our system’s housing stability goals through a racial equity and housing justice approach.

Housing Placement: The Transfer Request Office (TRO) Program Manager will supervise a unit of 2918 Transfer Request Office Social Work Analysts that coordinates permanent supportive housing unit transfers and placements for medically vulnerable clients. TRO is charged with overseeing requests, determining if requests meet criteria, and connecting participants and their housing providers to a unit that meets their needs. The TRO Program Manager will closely coordinate with housing providers and HSH program managers to ensure placements are completed equitably, efficiently, and sustainably with the overall goal to support participants in being able to live in a permanent space that is safe and meets their basic needs.

Continuum of Care: The Continuum of Care (CoC) Program Manager is responsible for overseeing and managing the CoC Permanent Supportive Housing (PSH) projects that receive leasing, rental assistance, supportive services, operating, and administrative budget line items. On an annual basis, the San Francisco Continuum of Care receives over $45 million in funds from the U.S. Department of Housing and Urban Development (HUD) to administer CoC programs administered by the San Francisco Department of Homelessness and Supportive Housing. The CoC Program Manager supervises three staff who work on compliance related to verification of CoC PSH program eligibility, income certifications and recertifications, and the coordination of Housing Quality Standards (HQS) inspections. The position reports to the CoC PSH Program Supervisor and is a member of the Continuum of Care Program Team at HSH.

Coordinated Entry: Access Points are the entry way for people experiencing homelessness to be connected to housing. The Access Point Analyst for Youth & Survivors is responsible for oversight of Access Points serving youth and survivors of violence. This position administers and coordinates contracts, grants, and other funding to support assigned programs specifically for youth and survivors of violence. This position is highly collaborative, and this person will convene and facilitate meetings with contracted non-profit providers, other city departments, community members, people with lived experience and consultants. This position serves as subject matter expert within HSH and is knowledgeable about issues impacting youth and survivors of violence in the community. This position will play an important role in design, implementation, and iteration of the Coordinated Entry process, and play a pivotal part in accomplishing the department’s equity and strategic framework goals. 

Scattered Sites: The Subsidy Expansion Program Manager is part of the Housing Subsidy Programs team at the San Francisco Department of Homelessness and Supportive Housing (HSH) and specifically the Scattered Site Housing Programs team, and reports to the Subsidy Expansion Supervisor. Over the past Five years San Francisco’s Scattered Site Housing Programs have expanded by more than 200%. The Subsidy Expansion Program Manager will work to ensure that HSH and its nonprofit partners  have sufficient systems in place to deploy additional scattered site housing subsidies and provide adequate services such as housing location and retention, housing focused case management, landlord liaison and subsidy administration. The Subsidy Expansion Program Manager will complete a range of administrative, operational, analytical, and partner relationship development duties. These may include but are not limited to: program implementation duties such as eligibility and referral coordination using the Homelessness Management and Information System (HMIS) and Excel workbooks, program progress tracking and data collection, coordinating with other HSH teams involved with program implementation including the ONE System, Coordinated Entry, Data and Performance, Communications and Legislative Affairs, and Strategy and Planning teams; data analysis including compiling and evaluating information related to program implementation, identifying gaps in data, preparing materials for reports, program monitoring and improvement including monitoring contractor performance and pro-actively identifying areas of risk and success.

Housing Ladder: The Housing Ladder Program Manager will support a vital program to the Homelessness Response System, the Housing Ladder program.. As part of the City and County of San Francisco’s strategic priority to reduce homelessness, the Housing Ladder program offers opportunities for residents of Permanent Supportive Housing (PSH) to move from settings with enriched supportive services to more independent living with an ongoing rental subsidy—and thereby freeing units for individuals in need of the supportive services available in PSH. The Housing Ladder Program Manager will partner with other HSH teams involved with program implementation including the ONE System, Coordinated Entry, Data and Performance, Communications and Legislative Affairs, and Strategy and Planning teams, analyze data to make strategic recommendations for program enhancements or expansions, monitor programs to ensure compliance and adequate service delivery.  

Planning - Capacity Building: This position sits within the HSH Planning, Performance, and Strategy (PPS) Unit, a centralized team of analysts that provide data reporting, analysis, project management, development and tracking of system and program outcomes, process improvement, program design, equity impact analysis, strategic planning support, capacity building support and program evaluation across the Department’s divisions and programs. Under general direction, the Program Support Analyst provides project management and analytical support to design new programs or program expansions, analyzes data, supports training and capacity building, and helps to increase effectiveness and efficiency of the department through continuous quality and process improvement efforts.

ADA Coordinator (Programs): The ADA Coordinator (Programs) will develop, coordinate, and monitor physical and programmatic access and ADA compliance of HSH’s programs and services. They will collaborate with teams across the Department to help create and foster tailored and more accessible services and housing to meet the housing needs of persons with disabilities in San Francisco.

Duties:
The duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list. Duties will vary based on the assigned division/unit and analysts will perform related duties as required. Typical duties include:

Manage, Monitor, and Evaluate the Performance of Grantee Agreements:

  • Oversee program implementation and execution across the HRS to ensure successful delivery of high-quality services in adherence to budget, scope and best practices. 
  • Monitor and track program deliverable compliance and successful execution through annual program monitoring, monthly reports, site visits and other ongoing reporting and quality control practices. 
  • Manage agreements with multiple funding sources and monitor compliance and adherence to federal, state and local funding expectations. 
  • Support in the ongoing development of goals, objectives, and policies of appropriate HRS interventions and other projects and initiatives of the Department. 
  • Support program and financial analyses to make process improvement and strategic recommendations. 
  • In partnership with HSH Contracts Team, assist in ongoing budget development, modifications, and revisions of assigned grant agreements. 
  • Engage in cross-functional collaboration with internal departments and external partners.

Provide Technical and Administrative Assistance: 

  • Establish and maintain high quality relationships and partnerships with Grantees and other key community stakeholders. 
  • Provide targeted support to Grantees to build organizational and system capacity, build on existing strengths, and address underlying needs/gaps. 
  • Develop consistency and high-quality delivery of services across our system of care.  
  • Facilitate ongoing service coordination/administrative meetings among Grantees and key stakeholders. 

How to qualify

Minimum Qualifications:

  • Education: A baccalaureate degree from an accredited college or university.
  • Experience: Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

       Substitution:

  • Substitution for Education: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).
  • Substitution for Experience: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

Minimum Qualification Supplemental Questionnaire (MQSQ) (no weight): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

2917 Program Support Analyst Written Performance Exam (Weight: 100%): The 2917 Program Support Analyst Written Performance Exam measures the knowledge, skills, and abilities (KSAs) that are critical for effective performance in the position. The KSAs being assessed in this exam include: Ability to comprehend, evaluate, and analyze written information in reports, policies, contracts, and other documents; Ability to evaluate the impact of proposed solutions and/or recommendations and how they will affect a department/agency; Knowledge of housing and social service program best practices for vulnerable populations; Knowledge  of the contracting process and the ability to manage contracts; and the ability to communicate written information in a clear, concise, and grammatical correct manner.

Candidates that meet the Minimum Qualifications will be invited to participate in the online Program Support Analyst Exam. Candidates will be sent a web link via email that will allow them to take the online Program Support Analyst Exam that is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in the 2917 Program Support Analyst classification.

This computer-administered test can be taken at home or at a time and location of one’s convenience, but only within the time period specified on the test notification. Candidates must have access to a computer and reliable internet connection to participate in this exam.

In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination. Your score will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to re-take this test. If the selection process for a future announcement is held within one year of the date of this examination and it includes this exam your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

    What else should I know?

    Eligible List/Score Report: 
    A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
