SAN FRANCISCO DEPARTMENT OF HUMAN RESOURCES

CLASS TITLE: BENEFITS SUPERVISOR CODE: 1814

DEFINITION:

Under general direction assists in the administration of the City's Health, Dental, Disability and Dependent Care Assistance programs or the City's Retirement program; functions as a second-line supervisor in an assigned unit, and as a resource person for management.

DISTINGUISHING FEATURES:

The Benefits Supervisor is the second-line supervisory level in the employee benefits series. Incumbent at this level are thoroughly knowledgeable in all phases of an assigned benefit program, and exercise creativity to accomplish goals and objectives, and in applying concepts interpreting established policies and objectives, and in applying concepts which may deviate from traditional methods to enhance program quality. Positions in this class are distinguished form the next lower level of Senior Benefits Analyst in that the Benefits Supervisor is assigned to supervise a major unit of the program or to head complex special projects.

SUPERVISION EXERCISED: Second-line supervision of supervisory, professional, technical and clerical benefits staff.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

1. Supervise and direct a major unit of professional analysts and technicians in an assigned employee benefits program.

2. Review current and pending legislation to determine its applicability to employee benefit programs.

3. Assist management in developing and implementing new operational procedures to accommodate legislative changes; develop and monitor operational procedures to enhance workflow and program effectiveness.

4. Assist management in coordinating with MIS and accounting staff in the maintenance of computer files and accurate accounting procedures.

5. Make oral presentations regarding benefit programs.

6. May represent the program manager in meetings with other state system staff to discuss changes in legislation affecting retirement or health service benefits; coordinate with other benefit program managers, City Attorney and Controller regarding the administration of benefit programs.

7. Manage complex special projects, such as transfer of employees form the City Retirement System to the State Retirement System, early retirement programs, employer pick-up implementation, or the open enrollment of members in the Health Service System.

8. Contact City departments, employees, employee's representatives, other government agencies and various private entities to furnish and/or obtain information on specialized employee benefit matters.

QUALIFICATIONS:

Experience and Training:

Possession of a baccalaureate degree from an accredited college or university.

Four years experience in administering in administering employee benefit programs.

Additional experience may be substituted for education on a year-for-year basis.

Knowledge of:

Administration of employee benefit programs including pension or health, disability and dental programs.

Federal and state laws and trends applicable to health or pension employee benefit programs.

Benefit calculations.

Investigative techniques.

Benefits counseling.

Medical and legal terminology, where applicable.

City Charter, Administrative Code and ordinances related to health or pension benefit programs.

Management and planning techniques.

Ability to:

Supervise a staff of professional, technical and clerical benefits staff.

Analyze and resolve benefit problems.

Read and interpret pension or health service regulations and guidelines.

Analyze and calculate numerical data.

Communicate clearly and concisely orally and in writing.

Disseminate and obtain accurate, detailed information.

Establish and maintain positive and harmonious working relationships with those contacted in the course of work, often under pressure.

Learn to use a computerized data system.

Understand and follow oral and written instructions.

Apply the principles and methods for employee health or pension benefits.

Prioritize and delegate work.

Standard information

Disaster service work

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
