DEFINITION

Under general supervision, the 5288 Transportation Planner II performs transportation planning work concerning public transportation, shuttle services, biking and walking, curb/parking management, paratransit, traffic management, commercial ground transportation management, and other transportation modes

DISTINGUISHING FEATURES

The 5288 Transportation Planner II is distinguished from the 5289 Transportation Planner III, in that the latter performs duties that are of a greater and more complex nature, exercises higher independence in arriving at decisions, and may supervise.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Prepares, analyzes, or evaluates reports, plans, and policies for various transportation planning projects and grant requests; uses technical, social, economic and physical data to forecast future conditions impacts and trends.

2. Designs, prepares, and/or coordinates the preparation of visual materials including graphs, charts, maps and models to illustrate presentations of transit and/or transportation projects.

3. Reviews, interprets, and applies legislation and codes related to transportation planning to develop and implement transportation projects.

4. Makes presentations to community, business and other groups to explain public transportation and/or other transportation projects.

5. Assists in managing transportation projects along with the preparation of requests for grant proposals and contract documents.

6. Interprets and integrates transportation policy in the review of proposed development pro-jects and environmental impact reports.

7. Develops, evaluates proposals for planning, and coordinates the implementation of transportation plans and projects including transit route, service and operational changes, and shuttle services. Includes the development and assessment of proposed changes to para-transit services, transit routes and service levels, paratransit service policies, and assessment of traffic impacts.

8. Evaluates and makes recommendations on technical aspects of transportation planning, capital, or operating projects in San Francisco involving various transit modes such as light rail, trolley coach, motor coach and cable car; circulator and commuter shuttle services, commercial ground transportation options; as well as auto traffic; bicycle and pedestrian transportation and paratransit parking.

9. Collects, compiles and analyzes field and other data to prepare and evaluate plans and proposals concerning public transportation activities; creates and maintains databases to systematically organize transportation-related statistics.

10. Applies computer-assisted analytical techniques to evaluate and/or forecast planning and operational data to assist in formulating transportation planning programs.

11.Prepares correspondence in response to public, Commission or other agency inquiries.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: the principles, practices and techniques of various phases of public transportation and/or transportation planning; data sources for transit/transportation research; statistical and research methods; drafting, mapping and information dissemination techniques; transportation regulations; and computer-assisted evaluation techniques.

Ability or Skill to: manage projects; analyze and solve problems; communicate ideas clearly and concisely; write various documents; deal tactfully and effectively with the public, governmental officials, professional and technical persons and other employees; and use relevant computer applications.

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1. Possession of a Master's Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or other closely related field;

OR

2. Possession of a baccalaureate degree from an accredited college or university; AND two (2) years of transportation planning experience.

License and Certification:

Substitution:

Additional transportation planning experience beyond the Minimum Qualifications may be substituted for the baccalaureate degree requirement in MQ #2 on a year-for year basis (30 semester units/45 quarter units equal one (1) year of experience).
