INSPECTOR

DEFINITION:

Under direction, the Supervising Wastewater Control Inspector supervises and participates in the inspection of wastewater and storm water facilities, commercial, industrial wastewater, and storm water dischargers to determine compliance with established standards and regulations; develops and implements wastewater and storm water pollution prevention programs.

DISTINGUISHING FEATURES:

This job code is supervisory level for inspectors of sanitary and industrial waste within the wastewater control inspection series. It is distinguished from 6115 by the complex nature of work assigned and supervisory responsibility.

SUPERVISION EXERCISED:

The 6116 Supervising Wastewater Control Inspector supervises the 6115 Wastewater Control Inspector and other subordinate staff.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

According to Civil Service Commission Rule 109.3.2, the duties specified below are representative of the range of duties assigned 6116 Supervisory Wastewater Control Inspector and are not intended to be an inclusive list.

1. Plans, assigns, directs, schedules, and reviews the work of subordinate inspectors involved in the inspection and sampling of wastewater.

2. Instructs and trains staff in the techniques of sampling and inspection of wastewater discharge, safety and operation of equipment.

3. Interprets and explains application of laws, codes, ordinances, and procedures which govern implementation and enforcement of pretreatment and/or pollution prevention regulations.

4. Supervises activities of the Field Monitoring Division. Develops and implements a performance monitoring system to enhance productivity and efficiency for all Field Monitoring Division employees.

5. Investigates, reports and responds to complaints of illegal discharges of toxic substances into sewers.

6. Prepares special reports, correspondence, and memoranda and the section's budget.

7. Determines locations from which field samples will be taken.

8. Reviews and analyzes effluent test results on industrial waste discharges.

9. Investigates and samples groundwater and soil for contamination.

10. Develops and maintains field quality assurance program.

11. Maintains records of inspections, test results, and action taken against dischargers.

12. Administers a safety program for safety conformance in field inspections. Conducts accident investigations and responds to emergencies in the field. Maintains safe working conditions.

13. Coordinates and maintains records of and instructs employees on the handling, storage and disposal of toxic or hazardous waste materials.

14. Drives a vehicle to inspection sites.

JOB RELATED AND ESSENTIAL QUALIFICATIONS:

Knowledge of: principles and methods related to wastewater pretreatment, storm water and/or pollution prevention; common laboratory technology and equipment; current federal, state and local laws, codes, and ordinances; quality control and quality assurance practices and procedures; safe sampling and inspection practices and procedures.

EXPERIENCE AND TRAINING GUIDELINES:

1. Possession of a current valid driver's license; AND

2a. Possession of a baccalaureate degree from a recognized college or university in natural science, mechanical, chemical, civil or sanitary engineering or closely related field AND two (2) years of experience in a wastewater treatment facility, laboratory services, storm water and pollution prevention, or sanitary engineering capacity performing duties comparable to a sanitary engineering/water quality technician; OR

b. Two (2) years of coursework from a recognized college or university in natural science, mechanical, chemical, civil or sanitary engineering or closely related field AND four (4) years of verifiable experience in a wastewater treatment facility, laboratory services, or sanitary engineering capacity performing duties comparable to a sanitary engineering/water quality technician; OR

c. A combination of education and experience totaling six years. Coursework from a recognized college or university in natural science, chemical, mechanical, civil, or sanitary engineering or closely related field can be combined with experience as a sanitary engineering/water quality technician on a year-for-year basis up to a maximum of four (4) years. (45 quarter/30 semester units is equivalent to one (1) year of experience.)

LICENSE/CERTIFICATE:

1. Current valid driver's license.

2. Industrial Waste Inspection Grade II Certificate issued by the California Water Environment Association within one year from the date of hire.

Disaster service work

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
