DEFINITION

Under administrative direction, plans, directs and coordinates the development, delivery and continuous improvement of digital products, services, or technology solutions; exercises discretion in applying general goal and policy statements and in resolving organizational and service delivery problems; may manage cross-functional projects and products and/or major development projects and products;

DISTINGUISHING FEATURES

The Technology Product Director class is the highest level in the Technology professional series. This class is distinguished from the supervisory level in the various Technology series by its higher and interdisciplinary responsibility. It is distinguished from the 1071 IS Director/Manager series by the lower complexity and scale of the units managed, and scope of strategic responsibility. Work is accomplished within a broad framework, with authority and responsibility for the successful delivery and continuous improvement of technology products, services, or systems that meet organizational and user needs.

NOTE: The degree to which size, complexity, and scope are distinguished between this class and the 1070 IS Directors/ Manager series depends on a variety of factors: including the number of employees under the manager's authority, value of assets for which the manager is held accountable number of users dependent upon the system and number of applications being run, the variety of platforms and their interconnections within the organization, the level of new and emerging technologies employed in the organization, the allowable margin of error before critical operations of the users are impacted, the impact and potential for errors as measured by the likelihood of error and the cost to recover from errors, the frequency of required operational changes to meet the needs of users, and the extent that expert advice is readily available.

SUPERVISION EXERCISED

Supervises or oversees a variety of professional and technical staff, as well as contractors performing information systems or digital product management and development work.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Organize, direct and supervise the work of subordinate staff.

2. Participate in the development and implementation of goals, objectives, policies, priorities and procedures for the assigned programs, projects, or products.

3. Ensure that activities are completed in a timely and efficient manner consistent with defined policies and regulations.

4. Assume significant responsibility for the preparation and administration of assigned budget(s).

5. Represent the department at various meetings.

6. Coordinate training programs for staff and users; design, fund, schedule and/or arrange for outside trainers.

7. Function as liaison to other units or departments for product, user, and technology needs; coordinate sharing of common systems and data.

8. Develop and present product or service strategic plans.

9. Develop, enhance and maintain digital products and services.

10. Review and provide direction for system production activities, product performance, service delivery, and user satisfaction metrics.

11. Coordinate end to end installation and implementation of technology components and integrations required to deliver products and services with vendors, administrators, users, programmers, analysts, etc.

12. Monitor, analyze and resolve user and operational issues.

13. Coordinate consultants and vendors in supporting design, research, development, or implementation of digital products and services.

14. May prepare specifications and purchase orders; manage vendor accounts; recommend consulting services as needed: establish maintenance contracts for equipment.

15. Evaluate and recommend department digital product and service purchases;

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: Project management and information systems development and maintenance; principles and practices of digital product management and service delivery technical, operational, and problem solving analysis; computer languages; systems design and software development lifecycle concepts; user-centered and data-informed approaches to product or system improvement common operating systems and relational database systems; interactive or macro-based applications; agile and iterative methodologies; practices and techniques of supervision; training techniques; job flow within a large scale data processing environment; and data processing methods; budgeting, procurement, resource management, and vendor coordination; and change management and communication strategies for introducing new systems or service models.

Ability or Skill to: Supervise and direct a group of technical employees, including the ability to provide counseling, guidance, and mediation; persuade, convince and train others; advise and interpret regarding the application of policies, procedures and standards to specific situations; exercise judgement, decisiveness and creativity required in situations involving the direction, control and planning of projects, programs, and products; modify existing policies, strategies and/or methods to meet unusual conditions within the context of existing management principles; communicate effectively orally and in writing; establish and maintain good working relationships with department personnel, staff, vendors, and peers; use logic and analysis to solve problems;; produce complex reports and presentations; prioritize competing requests for service in a dynamic, multi-stakeholder environment.

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:

An associate degree in computer science, information systems, business administration, UX/UI design or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

Five (5) years of experience in digital product management, system administration, information systems development, maintenance and support, software engineering, or information technology project management, including two (2) years of experience leading a major technology product, system, or project involving cross-functional teams and multiple stakeholders.

One year of additional experience as described above may be substituted for the required degree.

Disaster Service Work

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
