DEFINITION

Under direction from the Controller, this single position class is responsible for initiating and leading investigations regarding potential violations of laws or policies involving fraud, waste, or abuse, as well as collaborating with the Controller�s City Services Auditor on investigations, audits and monitoring, all with the purpose of preventing and detecting fraud, waste, and abuse.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Plans, coordinates, and directs the activities of the Inspector General Unit, including re-viewing complaints; initiating and leading investigations regarding potential violations of laws or policies involving fraud, waste, or abuse.

2. Coordinates with the Controller�s City Services Auditor on investigations, audits and monitoring, all with the purpose of preventing and detecting fraud, waste and abuse; regularly consults with the Ethics Commission, City Attorney, District Attorney, Department of Hu-man Resources and other relevant entities to coordinate the departments� investigative strategies in matters involving fraud, waste, or abuse to the extent feasible.

3. Prepares and submits public reports and makes presentations to the Mayor�s Office and Board of Supervisors regarding outcomes of investigations into City departments; makes recommendations to the Mayor, Board of Supervisors, and City and County departments regarding City ordinances, rules, regulations, or policies that impact public integrity in City government.

4. In coordination with the Controller, seek and execute search warrants to the extent permit-ted by State law; subpoena witnesses, administer oaths, and compel the production of evidence pertaining to the conduct of departments within the City and County.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: principles, practices, tools, and techniques used in the investigation of public corruption, fraud, waste and abuse in government; principles and practices of government auditing and internal controls review; Federal, State, and local rules and regulations pertaining to assigned division, project, or program; principles and practices of management, administration, budgeting, training and personnel management.

Ability or Skill to: conduct investigations into fraud, waste or abuse; prepare and review re-ports; manage, supervise, train, and coordinate complex functional areas of responsibility and groups of employees; identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; establish and maintain effective working relationships with departmental staff, representatives of other agencies and the public; present facts clearly and concisely orally and in writing; and make group presentations.

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education:

Possession of a baccalaureate degree from an accredited college or university.

Experience:

Eight (8) years of professional experience in auditing, investigations, or compliance, of which at least three (3) years must include experience supervising professionals.

License and Certification:

Substitution:

Possession of a Juris Doctorate (J.D.) or Master�s degree may substitute for one (1) year of the required professional experience.

Standard information

Disaster service work

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
