SAN FRANCISCO CIVIL SERVICE COMMISSION
CLASS TITLE: TRANSMISSION LINE SUPERVISOR I
JOB CODE: 7229
DEFINITION
Under direction, supervises an Electrical Line Crew, and performs skilled line work in the installation, construction, maintenance and repair of high voltage overhead and underground conductors and cables for power lines and/or high voltage overhead transmission and distribution lines.
DISTINGUISHING FEATURES
The 7229 Transmission Line Supervisor I is distinguished from class 7350 Transmission and Distribution Line Worker in that the former is the first-level supervisory class in the series. This class is distinguished from 7285 Transmission Line Worker Supervisor II in that the latter performs more complex and difficult duties and supervises several groups of workers. Class 7229 is distinguished from Class 7257 Communication Line Supervisor I in that the former supervises a crew of journey level line workers involved in pole, tower and underground transmission systems of 600 to 230,000 volts or higher, whereas the latter works on systems of less than 600 volts.
SUPERVISION EXERCISED
Supervises subordinate personnel engaged in construction, installation, maintenance and repair of high voltage overhead and underground transmission lines and their appurtenances.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
1. Lays out, assigns and supervises subordinate personnel engaged in construction, installation, maintenance and repair of high voltage overhead and underground transmission and distribution lines and their appurtenances under energized and de-energized conditions.
2. Supervises and participates in the maintenance, operation, and adjustment of electrical transmission and primary power substations ranging from 600 to 230,000 voltage, including circuit breakers, relays, batteries, and controls.
3. Assures that all safety precautions, tools and equipment are in use when necessary to perform maintenance and repair work on energized lines.
4. Supervises the washing of insulators, the cleaning and painting of poles and transmission towers, under energized and de-energized conditions.
5. Supervises the inspection and patrolling of transmission lines, distribution lines, and clearance of right-of-way obstructions.
6. Supervises the inspection of switchgear, transformers and other auxiliary equipment for proper operation and condition.
7. Prepares records and reports of time worked, work performed and materials and supplies utilized on various projects.
8. Assists in the development and advancement of subordinates through training and effective use of employee development programs.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: electrical theory and practice, particularly as applied to high voltage transmission systems, including state general order number 95; thorough working knowledge of the construction, maintenance and repair requirements of overhead systems; the use of line maintenance and repair tools and equipment, especially as applied to work on energized lines; the practical application of pole-top resuscitation and first aid methods.
Ability or Skill to: plan, assign and supervise the work of subordinate personnel; read and interpret plans, drawings and specifications; determine tools, materials and supplies required for assigned projects; determine, locate and effect repair on transmission systems; skill and ability in the use of rigging techniques applicable to transmission line work.
MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Education:
Possession of a high school diploma or equivalent.
Experience:
Six (6) years of verifiable work experience as a journey-level line worker, with distribution and transmission systems ranging from at least 600 to 230,000 volts, with responsibility for construction, installation, maintenance and repair of overhead and underground lines.
License and Certification:
Requires possession of a valid California Class C driver�s license. Positions located in San Francisco require a Class B Driver�s license within six (6) months of appointment. Positions located in Moccasin and Oakdale require a Class A Driver�s license within six (6) months of appointment.
Substitution:
Completion of a State-certified electrical line apprenticeship program may substitute for two (2) of the required six (6) years of journey-level work experience.

Disaster service work
All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
