Title: Power System Operator

Job Code: 7364

DEFINITION

Under general supervision, the Power System Operator is responsible for the operation and maintenance of the electrical power conversion and substation distribution systems that furnish electric power needs for the San Francisco Municipal Transportation Agency (SFMTA).

DISTINGUISHING FEATURES

This job code is distinguished from the Assistant Power System Operator job code in that the former functions at the journey level. This job code is distinguished from the job code Senior Power System Operator in that the latter is the first line supervisor of the Power System Operator and the Assistant Power System Operator job codes.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Inspects all supervisory-controlled circuits (controlled remotely), transformers and circuit breakers and records readings and operations of electrical equipment such as: ammeters, volt and watt hour meters, batteries, protective relays, and pressure gauges in order to detect irregularities or malfunctioning equipment. This includes reporting back on inspection of outlying substations.

2. Operates circuits and switches necessary for proper functioning of substation equipment by applying voltage, paralleling, switching on transmission lines for distribution and consumption.

3. Operates circuitry systems used in power conversion rectifiers of AC to DC, and auxiliary equipment including ventilators and battery chargers, to provide electrical power for the Municipal Railway System.

4. Operates circuit breakers and switches used in the operation or maintenance of the transmission and distribution of electrical power.

5. Prepares switching orders, maintains records, logs and reports of all readings, personnel actions, telephone calls and other job-related activities. This includes performing computer data entry and using a computer for logs, reports, statistics, etc.

6. Tests alarm devices and annunciators to ensure proper operations. This includes testing devices in the substations.

7. Interacts with personnel in outlying stations, mobile units and other agencies to inform or alert them of emergencies, malfunctions or changes in service.

8. Reads work order schematics and implements follow-up safety precautions, such as preparing detailed work scheduled and affixing protective warning tags to equipment, in order to ensure the safety of crews repairing electric lines and/or equipment.

9. Participates in trainings and learns new operational systems and procedures as they are introduced; may assist in providing instruction to less experienced operational staff.

10. Performs related duties and responsibilities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: an understanding of the methods and procedures necessary for the safe operation of substation machinery and equipment; understanding normal accident prevention procedures, ,the use of protective clothing and the specific procedures required when performing various operations; hazardous materials and the proper methods of handling them; Electricity and power conversion/generation and distribution equipment and related systems: an understanding of electrical current, transformers, rectifiers, annunciators, air and oil circuit breakers and other mechanical equipment necessary for proper operation of power houses and substations.

Ability or Skill to: interact with people in a manner that demonstrates concern for the individual and sensitivity to personal differences and feelings; maintain a professional manner and demeanor; speak in a precise, courteous and understandable manner, listen with understanding and comprehension; use appropriate terminology when speaking about technical matters; use appropriate radio dispatching and telephone communication protocol; write clearly and effectively, appropriately documenting all relevant information related to job activities; maintain appropriate and accurate records of activities; including plant operating records such as equipment readings and other routinely noted information; read and comprehend written materials; use a computer to prepare/review/generate logs, reports, statistics, etc.; read and interpret electrical diagrams and schematics; correctly interpret the information provided in technical charts, books, manuals, or other materials which deal with the machinery, equipment, or related functions of power houses or their substations, electricity and its transmission; detect, analyze and correct mal-functioning equipment; recognize changes in pressure or temperature readings, conversion or rectifier loads, and determining the sources of the change or malfunction, and taking the necessary actions, including the use of appropriate tools and equipment, that would result in proper functioning of the equipment.

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Experience:

Two (2) years of full-time verifiable experience in the operation and maintenance of general mechanical and electrical equipment related to power generation, conversion, transmission or distribution.

Note: The following is a representative list of locations where qualifying experience may be obtained and is not intended to be exhaustive: an electrical utility, a transit power system, electrical power plant, military power generation unit, merchant marine or naval vessel.

License and Certification:

Possession of a valid Class C Driver License.

Working Conditions: Some positions require work in confined, noisy spaces such as near large generators and substations units; an ability to differentiate different colors; strength and mobility to work in a typical plant operations setting; driving to various work sites; ability to perform physical activity, including standing, walking, and the proper use of ladders; strength to lift and maneuver heavy materials using proper equipment; vision to read printed material and VDT screen; hearing and speech to communicate in a clear, concise and understandable manner in person or over the telephone or radio; incumbents may be required to work day, swing or night shifts, weekends and holidays.

Employment with the City requires the affirmation of a loyalty oath to this effect.
