TITLE: TRANSIT MANAGER I

JOB CODE: 9140

Introduction:

Under general administrative direction, the Transit Manager I assists in the management of a variety of transit service activities in the San Francisco Municipal Transportation Agency (SFMTA) including central control, service management, training, scheduling, and special projects and performs related duties as required. The Transit Manager I also acts as the Transit Manager II in his/her absence.

Nature of work: Due to the regular schedule and demand of the job, some assignments may require incumbents to work rotating shifts, evenings, holidays and weekends and may be assigned to be on standby status.

Distinguishing Features:

Employees in this class are first level management generalists. Under general direction, incumbents administer and oversee the daily functions of a work unit or division, manage complex special projects and substitute for other Transit Manager Is and/or Transit Managers IIs on an as-needed basis.

Positions in this class are distinguished from the higher class of Transit Manager II in that the latter class has complete management responsibility over functional work unit(s) or division(s) and from the lower class of Transit Supervisor in that the latter has first line supervisory responsibilities.

Supervision Exercised:

Supervises Transit Supervisors and other transit staff.

Major, Important and Essential Duties:

According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list.

1) Supervises, trains, evaluates, and assigns work to staff by instructing staff and other personnel; monitors staff compliance with rules and procedures, policies, regulations, practices, equipment/vehicle use; evaluates staff work performance and recommends areas of improvement; schedules and assigns personnel and equipment; and emphasizes safety in the work place.

2) Administers discipline by assisting with re-training, counseling, disciplinary investigations, and Skelly/grievance meetings.

3) Writes, reviews, and evaluates a variety of reports, correspondence, and instructions utilizing various computer software programs. Reviews passenger service reports to identify and recommend course of action when necessary.

4) Responds to accidents/incidents; conducts interviews and investigations to make assessments and provide instructions and/or recommendations as necessary.

5) Serves as a Liaison for the SFMTA. Participates in public relations activities and provides information to internal and external divisions, community groups, and the general public as needed.

6) Functions successfully within a team-based environment utilizing excellent customer service and interpersonal skills.

7) Leads meetings and coordinates with other management staff.

8) Leads efforts in planning, developing, and interpreting/implementing policy. This includes assisting with initiating and/or implementing the smooth operation of daily, routine and special events.

9) Coordinates responses to emergency situations. Deploys personnel and handles emergency situations, accidents, or service delays. Takes appropriate actions to restore and/or re-route service.

10) Participates in developing goals and objectives for a specific work group including workforce planning.

11) Acts as the Transit Manager II in his/her absence and performs all the required duties.

12) Other duties as assigned.

Important and Essential Knowledge, Skills and Abilities:

Requires comprehensive knowledge of: transit routes and lines and equipment; scheduling, route planning, dispatching, and special event operations planning; operating policies, rules and procedures including procedures for emergencies, special events and communications; applicable Federal and state laws, rules and regulations which govern mass transportation or transit systems, training and certifying employees; supervisory practices and modern management methods.

Requires ability to:

- Effectively communicate orally and in writing in a clear and understandable manner.

- Establish and maintain effective working relationships with supervisors, managers, employees, union

representatives and members of the public.

- Analyze situations/problems and use sound judgment to resolve issues.

- Assess capabilities and skills of staff in order to optimize the utilization of personnel.

- Coordinate and delegate work.

- Direct and motivate staff and give appropriate and timely feedback to staff conveying critical or

constructive criticism.

- Analyze quantitative and qualitative data, and draw reasonable inferences as to the relative importance

of the information contained in raw data.

- Break complex problems into components that are amenable to analysis.

- Listen to alternatives and discuss various points of view.

- Mediate, persuade, and compromise effectively.

- Utilize various computer applications to prepare reports, manage workforce, and communicate

effectively with internal and external customers.

- Adapt to changing circumstances and remain impartial, fair, and objective.

- Set priorities, coordinate and schedule tasks or events in a logical manner; anticipate and be proactive

rather than reactive to problems.

Minimum Qualifications:

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1) Four (4) years of full-time experience at a mass transit agency in a supervisory or management capacity; AND

2) Possession of a bachelor�s degree from an accredited college or university; AND

3) Possession of a valid, unrestricted, Class C Driver License; AND

4) The ability to utilize computer applications related to the work of the assigned unit (to be tested at the time of appointment and/or during the probationary period).

TITLE: TRANSIT MANAGER I

JOB CODE: 9140

Substitution: Two (2) additional years of supervisory or management experience at a mass transit agency with duties directly related to transit operations can be substituted for the required education.

Notes:

1.Some positions may require the ability to transport work-related materials and equipment weighing up to fifty (50) pounds.

2. Some positions may require the ability to design and implement specialized training and development programs using modern transit training methods and procedures.

License and Certificates:

Some positions may require obtaining an unrestricted Class B California Driver License with passenger endorsement and Verification of Transit Training (VTT).

Employment with the City requires the affirmation of a loyalty oath to this effect.
