MUNICIPAL TRANSPORTATION AGENCY

Definition:
Under policy direction, incumbents in this class function as senior managers in the Municipal Transportation Agency, operating within a broad policy framework and assuming sole responsibility for a large section/division of the Agency performing technically complex functions which are organized into multiple, diverse units/sections. Incumbents develop and implement policies, administrative monitoring practices and controls in order to obtain smooth and effective operation of the section/division; coordinate work activities with other sections and divisions within the Agency to prevent delays in required actions or to improve programs or services; implement the operating budget and determine service levels and resource allocations; and perform related duties as assigned.

Decisions at this level typically involve management and allocation of resources for a major functional area, and impact the effective functioning of a division and related divisions/departments. Incumbents develop and implement policies affecting provision and delivery of services and interface with all managerial levels of the Agency, city/county government and outside agencies, to negotiate and resolve difficult and complex issues and problems requiring policy changes.
Supervision Exercised: Managers in this class typically manage mid-level staff or line managers.
Examples of Important and Essential Duties:
1. Plans, monitors, evaluates, and supervises the operation of a large section/division of the Agency; coordinates the work of the various units and functional areas; advises and consults with other section managers, division managers and deputy directors; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures.
2. Develops, implements and maintains policies, administrative monitoring practices and controls in order to obtain smooth and effective operation of the section; coordinates work activities with other sections and divisions within the Agency to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of division and Agency goals, objectives, policies, and priorities.
3. Receives and analyzes division and Agency reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes.
4. Monitors and evaluates the activities of staff; takes appropriate steps to improve performance, including coaching and training.

5. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major Agency priorities.
6. Monitors and evaluates the effectiveness and efficiency of the section's service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments and changes.
7. Serves as liaison for the Agency with a variety of other City/County staff, policy-making officials, and officials of outside agencies; explains and justifies administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
8. May plan, develop, implement or direct major or complex projects or programs which span a number of the Agency's established sections or divisions; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.
9. Implements the operating budget and determines service levels and resource allocations; directs and monitors expenditures and implements budgetary adjustments, if necessary; provides executive management with practical options and recommendations regarding potential cost over-runs or other budget issues.
10. Performs related duties as assigned.
Job Related and Essential Qualifications:
Knowledge of: principles and practices of organization, administration, fiscal and personnel management; Federal, State and local laws, rules and regulations pertaining to functional area.
Ability to: apply the principles and practices of public administration, financial and personnel management; direct subordinate managers engaged in diverse activities; exercise administrative ingenuity, adaptability and judgment in assessing highly specialized proposals with difficult, complicated choices of action, and make recommendations and present them effectively to executive management and the Board of Directors; perform complex and difficult negotiations to effectively resolve issues and problems; use tact, discretion and diplomacy in dealing with extremely sensitive situations; remain calm and provide guidance to managers in crisis situations; establish and maintain effective working relationships with government officials, Agency staff and members of other departments and agencies; deal tactfully and effectively with high-level representatives of Federal, State, local and regional agencies; effectively represent the Agency before boards and commissions in public meetings and hearings; present facts clearly and concisely orally and in writing; and direct the preparation of a variety of complex reports.
Experience and Training Guidelines: The minimum qualifications for exempt classifications are determined by the appointing authority to meet the operating needs of the Agency. Any combination equivalent to experience and training that would provide the desired knowledge, skills and abilities would be qualifying.

Disaster service work
All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
