DEFINITION
Under general direction, serves as a senior property specialist within SFO�s Revenue Development & Management section to support the development and implementation of SFO�s property management activities and leasing programs, and conduct research and analysis to ensure the maximum economic utilization of SFO�s lands and properties.
DISTINGUISHING FEATURES
Class 9207 Airport Property Specialist II is the highest level in the Airport Property Specialist series and may supervise positions in class 9206 Airport Property Specialist I. It is further distinguished from class 9206 in that it functions at a higher level with greater independence and responsibility, performing concession-related and competitive contracts and renewals, and handling more significant properties, leases, and negotiations.

May supervise the work of subordinate personnel.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
1. Serves as a senior property specialist on a team engaged in the negotiation with tenants of terms and conditions of leases, permits, and other agreements; institutes bidding procedures for new agreements in accordance with management policies and applicable law.
2. Implements and manages large-scale and complex concessions and service programs throughout SFO�s campus and the surrounding area involving market research activities, product feasibility surveys, and market testing; conducts a variety of property management-related duties including managing third-party operations.
3. Plans and analyzes new concession developments in partnership with various internal and external SFO stakeholders; develops leasing strategy and business terms for new and existing spaces, participates in terminal redesign projects, and supervises consultants on construction projects.
4. Develops and institutes procedures for advertising and publicizing new and existing concession space at SFO, including creating goals and participating in outreach focused on increasing local, small and minority business ownership.
5. Plans, coordinates, and executes tenant alterations and modernization projects related to SFO property, such as operational and security enhancements and sustainability endeavors in partnership with tenants and other SFO divisions.
6. Establishes and maintains effective landlord/tenant relationships between SFO staff and tenants and lessees; periodically inspects all leased and rented SFO property and evaluates all tenants for lease compliance with SFO merchandising practices and policies; review tenant financial performance and makes recommendations for improved performance.
7. Preserves SFO property management documents and records, including proper record keeping of documents related to leasing, tenant correspondences, audit reports, and engineering and construction records (i.e., technical drawings, facility renderings, permits, and construction expenditures).
8. Develops large-scale bid packages involving multiple locations, functions, and operators, and includes a combination of restaurants and retail shopping; coordinates preparation of legal documents and other property management activities with the office of the Airport General Counsel and other SFO divisions.
9. Represents Revenue Development & Management in various meetings, public forums, and stakeholder engagements, and acts as a liaison to various local & federal agencies engagements.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: sound real estate practices, airline procedures, retail concession management, retail food and beverage operations, retail marketing, commercial or industrial property leasing, marketing and sales strategies, and accepted fiscal and accounting principles.
Ability or Skill to: plan, organize and direct the work of subordinate staff; exercise sound judgement and resourcefulness in negotiations with tenants and prospective tenants; deal courteously and effectively with the public, representatives of other agencies and SFO personnel; read, write and speak proficiently; prepare clear, concise reports and related correspondences; make effective oral presentations to major clients, senior management staff and others; negotiate terms of leases and rental agreements skillfully.
MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education:
Possession of a baccalaureate degree from an accredited college or university.
Experience:
Four (4) years of experience in the areas appropriate to the assigned position. These areas may include but are not limited to market research, evaluation of economic feasibility of leases, the management and leasing of commercial properties, retail properties, passenger services and advertising, food and beverage concessions, airport/aviation industry tenants, air passenger support services, airline operations, and/or air cargo operations.

Substitution:
Additional qualifying experience as described above may substitute for the required education on a year-for-year basis. One (1) year (2000 hours) of additional qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

Disaster service work
All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
