DEFINITION

Under general direction, the 9237 Security Access Office Supervisor II performs difficult and complex professional level duties in several functional areas such as: background check adjudication, assisting in the management of airport badging operations, evaluation and development of training, policies and procedures, and overseeing the programs and functions of the Security Access Office (SAO).

DISTINGUISHING FEATURES

Class 9237 Security Access Office Supervisor II is distinguished from class 9235 Security Access Office Supervisor I in that the former may exercise supervision over the later; and performs more difficult and complex duties associated with adjudication of Criminal History Records Check (CHRC) results for credentialing suitability and is designated as an Alternate Airport Security Coordinator as defined by the Transportation Security Administration (TSA).

SUPERVISION EXERCISED

Positions in this class supervise professional, technical, and clerical staff in the assigned work unit/division.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Supervises Security Access Office resources and staff, coordinates office maintenance and space utilization, plans workloads, assigns responsibilities, ensures compliance with federal rules, regulations, policies, and procedures, and oversees fingerprinting, badging, training, keys, permits, and clearance programs.

2. Responds to and resolves any security access-related issues or concerns from airport employees, contractors, or other stakeholders by working with airport divisions and external airport companies; determines badging suitability; provides oversight and assistance to customers and stakeholders throughout the background check process. Ensures regulatory compliance through regular audits, enforcement, quality assurance-control research, and inspections; compiles required reports, makes presentations, and in the absence of the manager, may represent the department during audits and meetings.

3. Collaborates with other departments, stakeholders and partnering regulatory agencies, to ensure that the airport remains in compliance with badging-related regulations and requirements, and to meet established goals and objectives; attends security-related meetings and conducts outreach and briefings with airport and tenant representatives.

4. Develops, implements, and documents operations, procedural guides, and performance requirements for special security systems.

5. Assesses industry trends, best practices, and federal rules and regulations updates to recommend improvements to systems, equipment, policies, and programs to optimize resources and procedures; implements and communicates innovative changes to policies and procedures to internal airport staff and external airport companies.

6. Designs impactful safety, security, and regulatory-related training programs that meet the specific needs of the organization and its staff; conducts training sessions in an articulate, direct, and captivating way, utilizing various training techniques and methods.

7. Assists in managing the Security Access Office budget, including acquiring equipment and materials, purchasing, controlling inventory, conducting fiscal evaluations, preparing reports, and assisting in developing annual budgets.

8. Reviews and analyzes safety, security, and operational data; confers with management to discuss, evaluate and make policy recommendations on special projects and administrative and operational issues related to Airport badging and security.

9. Serve as primary point of contact for Criminal History Records Checks inquiries from badge applicants and their companies, and acts as an alternate Airport Security Coordinator (ASC) for adjudication of badge application Criminal History Records Checks.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: Fundamental principles and practices of organizing, managing, and administering government operations in credentialing of aviation workers; State and Federal regulations appropriate to unit; Transportation Security Administration (TSA) regulations, procedures, and policies relating to airport security; airport security plans, aviation terminology, policies, and procedures for processing and issuing Airport ID badges and security keys; online security databases; principles, practices, policies, and procedures of office operations and methods for handling confidential information; financial/fiscal monitoring and reporting activities; evaluation and development of policies, procedures, and regulatory mandates.

Ability or Skill to: Manage, administer, coordinate operational section; plan, coordinate, and direct work of subordinates; analyze and report upon operating conditions and problems; conduct analysis of operations and development plans as required; prepare and present comprehensive reports; analyze technology outputs to investigate credentials, interpret regulations, and ensure compliance with Airport Rules and Transportation Security Regulations (TSR); gather, evaluate and protect confidential information, formulate conclusions and recommendations, and exercise discretion to ensure the privacy and security of sensitive information; efficiently use computer programs, software, and the internet for tasks like document preparation, data analysis, and email communication to track and resolve credentialing issues; effectively train and evaluate staff, collaborate with stakeholders, establish good working relationships, and communicate clearly and concisely with all levels of stakeholders; cultivate trust with stakeholders, manage conflicts, adapt to various work cultures, and promote inclusivity and diversity through emotional intelligence in the workplace.

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education:

High school diploma or equivalent (GED or High School Proficiency Examination).

Experience:

Four (4) years of verifiable administrative level experience in a security badging program, one (1) year of which was supervising work of staff involved in processing and issuing security identification badges and/or administering a security access program.

License and Certification:

1. Possession of a valid California Class C driver license prior to appointment.

2. Possession of an Airport Security Coordinator (ASC) certification within six (6) months of appointment.

Standard information

Disaster service work

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
